Summary0001512: Titler timecode duration does not drop frames when creating titles in drop frame projects
DescriptionWhen creating a title for a drop frame project, the titler does not restrict the title duration to drop frame durations. Instead, it uses non-drop frame timecode.

So a user can enter a duration for a title of 00:01:00:00 (see issue 0001511 regarding the display format), which is a NDF timecode value. If the project is drop frame, then a user entering a length/duration value of 00:01:00:00 should result in the timecode being 'bumped' to a valid drop-frame duration of 00:01:00;02 and so on.
Steps To Reproduce1. Create a drop frame HDV 1440x1080 29.97i project.
2. Create a new title.
3. Enter a length value of 00:01:00:00
4. The timecode value will remain unchanged, and will not be forced to a valid drop frame value.

One additional problem that this causes is that since the duration is not automatically updated to reflect DF timecode (e.g. "00:01.00:00" -> "00:01.00:02"), if the user clicks [OK] to create the title, then when the timecode function calculates the duration in frames, it will return a duration that is less than the expected duration.

For example, entering "00:01.00:00" and will result in a duration for the clip of "00:59.00:28". This recalculation is somewhat expected due to the way DF the way the DF duration calculation works, but really when the user enters timecode values into the duration dialogue window, we should force it into DF mode if the project is in DF, so that this duration recalculation does not result in a shorter duration than the user expects.
