I'm not sure this would be such a good idea... For instance you may want to insert a large image and show only part of it. And you might not want your picture to be resized in order to avoid quality loss.
I don't know about other video editor Titlers, but for instance Powerpoint or Inkscape (basically similar features...) don't resize pictures you import.
I certainly wouldn't expect an imgae I import to be resized...
